Is this an error coin?

    I'm new to coin collecting and curious about this 1966 quarter. It appears to have an unusual ring around Washington's head, and a much fainter ring on the reverse side. Everything within the ring on the face side is very slightly indented from the outer edge of the quarter. Is this an error?

    Coin wrapper crimping machine damage.
    Everything else is circulation wear and tear.
