Looks like it's 5% off center; with no reverse photo, we can't see if it might be a mis-aligned obverse die (probably not), but that's one of the reasons we ask for photos of both sides of the coin, in many cases,even though the error.
Show us the other side. It's at least from a misaligned die, but if the other side is just as far off, it's an off center strike. Either way, it's a nice find.
You sent a pic of broad struck Georgia quarter. And i looked up a link and guessed off centered. What is it. And am i now an error finder

Tell me what i have here. The reverse looks good. A little weak hit to the left of Monticello. But i think md on top corner of building. Dont think i coou o d show that with my pic skills
I opened the file in Microsoft Office Picture Manager. cropped it a little to make it square Then I rotated it to make it better then I cropped it even more to mostly the coin. Then, "Upload a File" button "Choose File Button" then found and selected the image that I modified to crop out the background. Then "Full Image" next to the picture it uploaded .. but for this example I selected Thumbnail to not take too much space.
try to use FILL IMAGE so we don't have to click on it Also, many phones have picture editing features on them too. So you don't have to use a computer software (from windows) as I shown above.

So can this be broadstruck with an MAD on the obverse? It's not off center. This looks like a nice error. Going to need some clarification on this error. Since the reverse is centered and the obverse is not. Broadstrikes: A coin that is struck outside the collar. The collar is the retaining ring that establishes the final diameter of the newly-struck coin. A broadstrike will expand beyond the diameter of a normal coin, sometimes drastically so. A perfectly centered coin that is struck out-of-collar is simply called a “broadstrike”. An imperfectly centered coin that is struck out-of-collar is called an “uncentered broadstrike”. In order to qualify as a broadstrike, the full design must be present on both faces. If the design is cut off on either face, it is called an “off-center strike”.
