It looks like a very worn Shield Nickel, issued between 1866 and 1883. No value at condition it is in other than those collecting the worst condition they can still identify. Cents are only 19mm diameter, and nickels are around 22mm.

Thanks everyone. It is like diagnosing a rare disease and its cure. I find it is sometimes better to look at one small area of something, then think of what I have seen that has that. The diameter given by Joy was the clincher.
