This detached manganese outer layer blank is labeled as a Type 1 Blank. Pretty sure the label is wrong despite it not having a rim. Though Type 1 blanks do not have rims as Type 2 planchets do, this type 1 blank I believe actually is a type 2 blank. Not a type 2 planchet, but a type 2 blank...yes, there is such a thing. It has definitely been burnished (polished), which if polished it was also likely annealed, washed and dried, which would make it a type 2 blank. I can't look at it to know if it was annealed, but it was definitely polished despite its rough condition. Never saw a detatched manganese layer, so of course I had to have it to add to my blank and planchet collection. Enjoy!
At this time, NGC is the only service I'm aware of that differentiates between a Type 1 Blank and a Type 2 Blank. The Type 1 Blank is just punched out from the strip, with no burnishing or annealing. The Type 2 Blank has been punched, burnished, and annealed. It is confusing to collectors who have grown up with it being either a Type 1 BLANK or a Type 2 PLANCHET. Now there's two diff. types of blanks that are noted. In my opinion, (mine only), that distinction is good for advanced collectors, but it will only serve to confused novices. And, there is absolutely no difference in price, that I'm aware of, between the two. That specific coin above came from me. I sent in a small batch of them to ANACS back in '11. Good observation, and a much scarcer error coin type than it's current appreciation monetary level shows.

Correct - it's the outer manganese layer only, not an outer layer still bonded to the copper core. I've never seen one of those on a blank or planchet yet.
Fred, it is an honor for you to say I made a good observation. And I learned it from you and your book! I am working on my own book, but strictly features specimens from my personal collection of Mint errors, along with a couple examples and photos of body bag coins I got from members on this forum. I am writing it to let my family know what is in my collection, along with photos to show them where the errors are on each coin compared to non errors, and defines terms that are on the labels so they know what they mean, like T/S, O/C, B/S, T-1 Blank, out of collar, Dime Stock, etc. I don't think anyone would publish a book featuring my personal collection, but it will be fun to make a few prototypes. Several of the coins I got from you are in it, including that nice Ike proof type 2 planchet, the 90% silver type 1 blank Morgan/Peace dollar, and the 1987 nickel on 25c stock. I have this Kennedy monster broadstrike slabbed by PCGS which states it is on a Type 1 blank, but as you said, it is really a Type 2 blank as you can clearly tell it was polished, and about as close to proof-like as you can get though it does have a "P" mintmark. (Is it possible for a blank/planchet to ever be polished, but not annealed? I often see annealing errors labeled, but never "unpolished" errors or other polishing or lack of polishing errors. I only see unfinished prppf dies...just curious).
