1984 D LMC ?

    Let's start with saying this one came from well used dies. Which leads me to believe this is probably going to be die deterioration doubling or maybe a well placed die gouge but the area in question is above the first T in STATES. What do you guys think?     IMO it almost looks like a plating blister above the (T) I'm no expert I'll tag @paddyman98 and see what his thoughts are.
