1971 Eisenhower Dollar Question

    My question is:
    Were 1971 Eisenhower 40% Silver Dollars only issued as proof coins?

    The 1971-S 40% silver was issued as an uncirculated coin in the flimsy plastic in a blue envelope, aka "Blue Ike", and in a hard capsule like the GSA CC dollars, with a brown cardboard sleeve, aka "Brown Ike".
