Were 1971 Eisenhower 40% Silver Dollars only issued as proof coins?

The 1971 (P) has no proof counterpart. The 1971-s is proof though.

The 1971-S 40% silver was issued as an uncirculated coin in the flimsy plastic in a blue envelope, aka "Blue Ike", and in a hard capsule like the GSA CC dollars, with a brown cardboard sleeve, aka "Brown Ike".

 

Was the "brown Ike" a proof issue?
