MS 64 (with a chance of a 64+/65)...I would basically echo the comments of C-B-D for the reasoning behind the grade. However, I'm almost certain it's not a top 4 holder....so.... NTC grade: MS 66 (my guess of the holder)
I would guess MS-64 and as far as the VAM it's really tough to see the PUPS on it. But I would guess the VAM-15a?
The luster is fairly strong. The lighting for that picture was really poor. It is hard to tell since the slab is so scuffed up, but I think there are some hairlines, which is why it graded MS-61.
This is a sorta interesting date, and they grade it a little goofy I believe. I've seen several 63 and 64s, that look virtually the same. I own a 63.
I thought I saw the green tint of NTC, but alas it was not. Looks better than a 61 to me...maybe a bit net graded due to the hairlines that you mentioned.
