Clipped planchet 2000 Massachusetts quarter?

My dad found this quarter, and we tried to look up some info on it, but we can't find anything at all about it. Anyone have any ideas?

it looks like it has the blakesly effect, if so then its authentic....

 

Clipped Planchets can occur on all coins. Just google Clipped Planchet.
There may not be any info on a 2000 Quarter but plenty of info on many other coins.

I sold a lincoln cent with a clipped planchet and it went for a few dollars. I would say it depends on how bad someone wants it. At the very least on ebay I think you could get a few bucks for it.
