Is this considered a split serif at the bottom of the E ? IMG_20180501_031322867_HDR.jpg

Double Die I know just enough to be dangerous

A little blurry to clearly tell, but what I see isn't a split serif. I'm thinking deterioration, a hit, or die scratches? There are more trained eyes than mine who might see something else.

No, dude, that's just strike-doubling. The planchets aren't always seated 100% flat in the coin chamber when the dies squeeze into them. Sometimes they're a little loose, too, and hop when they're struck. The important thing to know about this is it's a deformity caused by the strike. On split serifs, do more research on what those look like. They're not hard to understand, they're just a little "nuanced," if you will, so it pays to pay attention to detail.
