The seal is printed using the same ink as the district numbers and at the same time as the serial numbers (for this series).

That first $2 note in the picture is ALMOST a MINOR error. IF it were touching Washington, D.C. But.....IT'S NOT! Just plain pathetic.
OK, here's a note posted on ebay as an Error (missing red overprint), but from the looks of it, I'm guessing that someone just learned how to bleach a note.
