Can anyone help ID this Short Cross Penny?

There isn't quite enough to go on here, at least not for me. The crude style makes me think Henry III but I could be way off.

I don't have my references with me right now but I would lean Henry III too. Can you make out the letter after ON? Is it an L?

It was struck by the moneyer Rauf in the name of Henry III, but it could be from the time of John
