No. I could be wrong. Although, I believe the spitting eagle is in the reverse of the 1891 CC Morgan.

No problem. I'm not aware of any spitting eagle VAMs in the Washington Quarter series.

I googles and it appears NGC does attribute them as "spitting eagle" although it appears they are just die cracks similar to the "speared bison" nickels. Isn't the "spitting eagle" Morgan the result of a pitted die, correct?

Although it's difficult to be certain from photo (...and this isn't one I'm really familiar with), the anomaly on OP's coin does look similar to the one in the article.

    A Spitting Eagle on a Washington Quarter ( 1983 ) is caused from a Die Clash .

I looked in my Washington red book, coin facts, VAM world, and several current price lists and couldn't find anything about it? Is it worth anything? Does PCGS recognize it? I guess I was wrong. It's nice to learn about new coin varieties. Now I'm curious?

I didn't go any deeper than that link on NGC's website. It does appear you are correct after checking maddieclashes.com's overlay:
...and thinking about it, isn't the 'speared buffalo' attributed to a die gouge... seems that article is .... all over the place.

@HAB Peace 28 2.0, I find many different sources of info when I googles, including coinfacts:
