I appreciate the thoughts, but this anti my first rodeo with international purchases. I’m currently living abroad and have quite a bit of experience with different countries and sellers. This was just a frustrating moment.

Then if you're living abroad... do what your gut tells you! That eBay seller maybe made a mistake, are we any more-perfect ?? If he relists the same coin you bid on, then report it.

Does Ebay charge a fee to exchange the money from dollars to rubels?

    PayPal does, eBay doesn’t

You pay the rate quoted by the country you have listed in your settings. Most international sellers will offer their listings in dollars. If not, yes, PayPal charges about 2% higher than exchange to do it. It’s kind of annoying because my card charges less, but I’m not given the option to pay in foreign currency. Something I wish they’d change.

I sort of view Ebay and Paypal as necessary evils. :)
