    I having heard or seen any coins with this error, so I was hoping someone could give me any info about it and price.

    Looks like an old De-lamination error.
    Someone tore off part of it

    It is a Mint Error but it was then damaged. The piece that was hanging broke off.. so not desirable and no premium :yack:
