    The dealer where I buy these also puts together those 3-coin WWII sets and sells them. Makes a nice looking set to display but no real numismatic value.

    it probaly is re-processed. millions of steel cents have had this done to them.

    Coin dealers - they re-coat them with zinc.

    Odds are the case can be opened without breaking a seal and snapped shut. When I was a kid I got a similar set of coins from a vendor outside the Denver mint and the Steel cent, which looks similar was polished along with the nickels. Shinny coins must have been a easy sell to tourist.

    They don't get the detail back, they use ordinary circulated coins and 'treat' them.
    If it has detail it was a higher grade when they played with it.
