1988 p dime with rough surface

I came across this 1988 p dime with the surface not smooth on both sides. only on the front there is what feels like two dimples. what kind of error is this.

Your Dime has been through a rough life. The raised issue could be a result of extreme heat which made part of the Clad Layer rive above the copper core.
It is not a Mint Error

 

It appears to be PMD(post mint damage) IMO welcome to CT.
