It is not a double strike, it is a doubled die. I'm not sure if this is considered the obverse or reverse of this coin. Doubled dies on foreign coins are generally not worth a large premium on foreign coins, even for very significant examples like this. I recommend you show this coin to Ken Potter. He may even feature it in a future article. This is a significantly doubled die.
