The "Bugs Bunny" Franklin Half is caused by a die clash. I dont believe the 1955 Franklin is the only one with the "Bugs Bunny" error. There are other dates that have this Bugs Bunny look but most people don't know or don't talk about them. I've seen it on 1953's, 1951,s etc.... The one that is collected the most is ofcourse 1955, with I think 1956 right behind that. I know of one guy who has a few other dates but I'm not sure what ones. Some of them can get pretty $$$ in MS. Speedy
The information that i found showed that the 1955-P was affected. Also a double die error was found on the 1961 proof from Philly. The Bugs Bunny error was caused by the obverse & reverse dies striking each other without a planchet between them. The resulting die damage caused a split upper lip that ressembled Bugs Bunny. I assume the damaged dies were no longer used once the damage was discovered.

The common variable is dies that hit together without a planchet. So i'd say it probably occurred in other years, only they limited the number probably through tighter quality control.
