1974 penny error?

    Your photo is really fuzzy. Hard to tell what is going on with the MM. It does look like it could be filled in. Yes this is quite normal from what I have seen in my searching.

    I thought of also mentioning that mint marks take hits due to circulation. So that's also true. Sometimes it's hard to determine especially with the age of the Cent or coin.
