Looking through an older copy of Frank Spadone's Variety and Oddity Checklist I noticed this coin:

    Has this coin resurfaced?

Hey, maybe that monstrosity has BEEN resurfaced, just like a Pennsylvania backwoods two-lane road. Oil and gravel chips, baby.

I’ve heard of a 1900 IHC struck over an 1899 IHC. It was in some book from the 60s so I don’t know how credible that is, but I saw the picture and everything.

In regards to the 1937/1943 someone put a 1937 cent in the 1943 coining process?
But then they would have to be able to pull it out. Unless it was an accident and a true error and was later pulled from circulation.
It wouldn't be a rare 1943 copper, because it is a 1937 copper.
What's the back story on this thing?

Judging from the source, the most likely thing it is is an intentional post-mint monstrosity done on purpose.

Spadone created many fake "Mint Errors"
Forget about it. There were a few of these floating around. I saw one sold on ebay a few years ago that sold for like $300 dollars. The buyer purchased a $300 dollar fake!

Bingo, a "soft die" fake. It isn't the only copper 43 over some other date in Spadone.

Spadone-ing needs to equal spelunking. All copies need to be pitched into deep bottomless caves.
