What happens if you submit an error coin to NGC/PCGS without paying/asking for error certification label?
You need to ask for the Mint Error or Variety Attribution. Or else they will just straight grade it. They won't call you. If it is damaged, they will give it a Details grade.
Did you submit it? If you did you are going to have a problem. Maybe you can call them and arrange the price difference payment. If you have not submitted it then just check off Mint Error and pay the extra price. It's obviously a Strike Through.. Not damaged.
Ya know, I think it really depends upon the error. A dramatically off center coin would probably initiate a call to the submitter asking if they wanted to go ahead and submit it as an error. The same with an incomplete planchet submission (clip). A not so dramatic error, such as a 'bie' cent or a minor grease struck thru would probably just get a straight grade. The silver eagle in question, IMO, is a fairly dramatic error which should initiate a phone call to the submitter inquiring on how to proceed.
They'd call you since it would make a difference in the fee's they collect. Despite peoples best efforts, PCGS has been around for a long time and its pretty hard to game their system.
