Yes, prooflike and semi-prooflike coins from this era are characterised by heavy die polish. This polishing of the dies is what gave them their reflectivity. I know a thing or two about PL and Semi-PL Mercs.... These first 2 are graded PL, the third one has a Star for being semi-PL.
I wonder what they were polishing off under the motto. It looks like they really went to town there. And I'll be darned if that surface doesn't look mirrored. I'll guess MS63FB just because they didn't like that heavy polishing under the motto.
Are you guessing a slab error? The picture almost makes it look like a proof, but I think that is just the picture and some proof-like characteristics (since there were no proofs in 44 and proofs were made in Philly until the 1968 set).

This one was tough and I want to say thanks to all who played. Congrats to @eddiespin. He was the only correct answer. Maybe that was due to my poor photography, maybe it’s just a tough coin to grade. I vote for the latter. When I first saw this coin I had two thoughts. First was that it looked like a proof, but there were no proofs struck in this year, and as I stated earlier, not in SF for another 24 years. The second was that I had never seen a FB Merc in 63, and because of that I knew it would be a challenging GTG. This coin was a gift from someone who I am proud to count among my friends. Someone who gave it to me for no reason whatsoever other than to make me happy. He succeeded in his quest, and it gave me a much needed lift. I will always treasure this coin.
By the way, I guessed 63FB before I saw the answer. Don't know how that happened, as the answer was right above my guess.
