    Just strong from worn or overused dies.
    A fairly common effect

    Please don't send it out for grading.

    It's not worth the submission/postage fees, imo.

    (although the 'effect' shouldn't 'affect' the grade)

    I would find something better to use your "free" grading. The plastic will be worth more than the coin inside. Dont you have other nice coins in your collection? Proofs something...
