It looks like he is working on the edge of the die. The station has a sign that says "green". I guess it's a polishing wheel using green polishing compound.

First they put what is known as the master die into a hydraulic press.
Now the bottom working hub is also put into the bottom of the press.
At this time the hydraulic press presses the master die into the working hub blank,
which embeds the impression into the working hub die.

Maybe this definition will also help
    stamp
    stamp/Submit
    verb
past tense: stamped; past participle: stamped
.impress a pattern or mark, especially an official one, on (a surface, object, or document) using an engraved or inked block or die or other instrument.
    "the woman stamped my passport"
synonyms: imprint, print, impress, punch, inscribe, emboss, brand, frank
"the name is stamped on the cover"

I don't know to me Stamped explains the same process.
Stamped is my way of simplifying it.

I hope this answers your question if not I'm sure I can find plenty of links which explains it.

PS.Maybe this photo will also help Bar-stock-Die-Blanks-Works-Hubs-and-Dies-1.jpg
It is unfortunate some people tend to want to complicate things.
And they also forget that we are dealing with every day people.
I know as an instructor over the years, I have found it's a lot easier for people to understand if you keep it simple.
If you use terms and words that there not use two it only confuses them, though the terms may be correct.

I have found it's a lot easier for people to learn something new if you simplify it, and make it easy to understand.
I have noticed this on CT some members want to complicate things and confuse people especially when they're just learning
we all have our own techniques, I have found if I don't overcomplicated people have a tendency to understand easier.

But I'm just an old Marine who's been teaching people for over 35 years.
    But What do I know.

I have to correct myself, I have been a certified instructor since 1978 to this day.
And not counting the time that I was an instructor in the Marines.
And maybe this link will also help you Larry. They also have have and inspector name Larry.

I'm sure you were a great instructor. Thanks for the links and images. Not many folks understand all the steps involved in making a working die.
A friend of mine helps make the die steel bars. I'll see if I can find images of that process.
