I think you just nailed it with FS-902 (FS-002.95) as @paddyman98 coin appears to have a complete "S" in States. (FS-002.96) requires the 1st "S" in States to be broken as well.
FS-902 is correct for the reverse. The obverse appears to show a minor RPD north along the base of the 1. A quick glance at my reference files indicates this RPD is probably uncatalogued. For those who guessed DDO, I'm not seeing it. How about guessing the variety shown in my avatar? Should be pretty easy!
Sorry about that I caught it too late to change it. About the reverse...I don't have much info on the Shield Nickels and one of the sites I saw called the IIb reverse the rarer of the 2. My bad.
