That is not doubling. It looks like die deterioration. You didn't show the obverse, but it was struck sometime between 1982-2008. Chris

Think I found my first true Doubled Die. I am so excited! It is on a 1959 penny obverse. The mint "D" is doubled. My photo makes it look like a cud but the line is in perfect alignment with the serif.
A smaller D is resting on top of the larger, fuller D. Should there be doubling elsewhere on the coin?
Mint Marks never have a Doubled Die issue.. Only RPM's - Repunched Mint Marks I really don't see anything out of the ordinary with your Mint Mark
Hard to see in photo. Sorry but it is there. If a mint mark is completely filled, would that be considered a double punch or a cud or neither?
I assume that it could be possible to have a doubled die mintmark after about 1990 since the mintmark became part of the hub. Chris
The thing to remember about RPM ( repunched mint marks) and Doubled Dies (pre-single squeeze of course) was that the letter/number/column...etc. Would be the same size, design , serif, etc. In the case of your D, since the blip you see tends in show a doubling vertically, there should be a similar doubling to some extent ( due to angle of a second strike of the mint mark punch) of the top bar, and there isn't in yours, so no RPM and no similar with the general surface of the coin, so no DD, But that is the expectation since millions of 'normals' will be struck for every 'abnormal ( DD, RPM, etc.)
The actual doubling is horizontal and is identical to the serif from the bottom left almost to the curve in the lower right of D. The weaker mint mark is north of the primary mint mark.
I am going to post better pictures if I can get them. There is also another oddity. The "W" in WE is touching the rim and is much smaller than the "E".
These are somewhat better of the "D" mint mark. Still not the best. Tried to show the horizontal lines. Also included the "W" error in "WE". Not sure what it would be called as I have only been doing this for a week.
