Do you think PCI could have netted it because of the possible scratch on the reverse?

That's a good possibility but it wasn't that color going in the slab and that's why everyone I see no matter what's In the slab I give a look see. Some really nice toners come from these green pci slabs

There's a sweet looking toned trade $ on the bay now in a pci holder.

I doubt they would have netted it to a XF45! Besides, I think it's as-struck.

Beautiful coin. Scratch may be original mintage. Luster and appearance make it a great find. MS 62

Not having it in hand to see the coin I couldn't make a call from the image provided. Most of us who like toned coins love the rainbows, or vivid colors. I personally don't mind a darker coin depending on the coin and how it is toned.
As for the coin in question I personally wouldn't pay the money the owner wants.
It was posted as another example of what comes from a pci green label slab.

He charged me an NCS fee. Told me so up front... But if anything it just pops more... somewhat brighter. I'm not sure what he tried with it.

Why not PCGS?? You couldve even done a crossover with a minimum grade correct? So as to not gamble the straight grade

Sidenote: im not promoting them, i actually like NGC. Just curious as i thought you were a pcgs (cac) guy exclusively

I'm not sure NGC or PCGS will do a cross on a PCI slab. They will crack it and grade it. They used to call that "cross at any grade".

I tried PCGS first but they said questionable color.

How does that work with PCGS. Do you have to crack it out or do they still do a cross at any grade?

They'll take any holder and not crack it. You can even request to cross it in the same grade. Doesn't matter if it is NGC, ANACS, PCI, SEGS... The way I got NGC to do it was to speak to Mark personally and have him evaluate the coin at the FUN show.
