Looks like a commemorative medal (private, not government issued) to me, so it will be difficult to find information about mintage or value. yes. I know the futbol, soccer connection thank you for the URL. I had the basic information, but was hoping for info concerning collectability and whether it might be part of a series of tokens. I even asked a friend living near Mexico City, but didn't get any further info.
Appears to be privately produced due to the crudeness, and it was to mark the 1970 World Cup the finals of which were held in Azteca Stadium located in the suburb of Santa Úrsula in Mexico City. Might have also been used as a token for something at the stadium, I don't know.
