Looks like someone got bored and used a dremel tool on it.

 

I thought that too but the reverse is raised, lemme find a better picture.

 

looks like post minting damage to me, let's see what others say.

 

From looking at the reverse, if I were to take a screwdriver or some such tool, lay the cent on a piece of leather or some such, and whack it a few times, I think it would look like that.

 

Wow! This is absolutely amazing. I make these cents. That is definitely one of mine. I'm in East Tennessee. Would love to know where one of my cents made it to.

 

Southern Utah, pulled it from a box of pennies I picked up at a Wells Fargo, I'm actually going to keep your coin just to remember the thrill when I found it haha
