That top Claudius reverse looks a bit like an Altar type, I have done a few searches but nothing coming up at moment. I will keep trying. No help with bottom one, I've had no dealings with Byzantine sorry.
Really good portrait for a province as good as Roman, maybe somebody like Valentinian, dougsmit or ancientone might recognize the province.
Could be Drusus or Germanicus as they have similar portraits to Claudius, but if someone can read the obverse legend it's probably on it.

Thanks for that, I know KAISER is greek for Emperor, and on some Claudius coins the letter C is replaced by K and second last letter U is replaced by O, so looks like it is a Claudius. Any idea what city?
Very close isn't. After all Nero's full name was Nero Claudius, explains why we kept reading Klaudios. Probably the same coin, congrats.
