The island of Nieu has a population of 1,612. That's one coin per every 2.3 person. Another interesting tid-bit I just learned about Nieu is that their primary source of income is foreign aid.
Secondary is probably income from coin sales. Nieu is BIG in special commemorative coin sales. For a license fee and royalties I think they will let just about anyone issue "Legal Tender" Nieu coins.
