1974 d penny

First picture is of a 1974 d penny. It looks bronze or yellow in color. But i seen a chip in it on Lincoln's hair. It looks steel under it. As you can see in the picture. The other one is just a scratched 1974 d penny that is copp er under. Is the first one steel?

I knew the 2nd one was but why is the first one metal colored under it. I thought that year was almost all Cooper?
