You've got me there. It's obviously not a coin, but I'm sure you knew that. I would've said an order (as in, some kind of military medal), but have some doubts there. My guess (which is just that - a guess) is that it's some kind of generic piece of costume jewelry made to look sort of like a military order. Edit- 10K gold, eh? Well, that's something, anyway.
I woud say that symbolizes two countrys doing something together. What is the question. Is there a makers mark on it , that might give a lead?
While it's true the UK has used rampant lions and (in the past) a fleur-de-lis in their various royal and national emblems, both of those symbols are rather generic and have been used by a number of nations and kindoms over the centuries.
There are two countries that have red and blue as their national colors, Armenia and Haiti. Armenia uses rampant lions but not fleur-de-lis, Haiti uses neither. My presumption is it is a ceremonial medal, maybe graduation.
