1989 d quarter. Need opinion on grade.

I been comparing mine to others on this website. I think it would score a 66 but does it have a shot at 67.

I am not sure it would get a 65, to many distracting marks.

FYI: The marks on the neck, jawline, under the above IGWT and under the L in LIBERTY (and probably others). Upper Level MS grades are supposed to be near perfect. If you can easily see the marks, then you probably don't have one.
