Ah, yes. I've seen some of those. They always reminded me of that cheap stuff that they sell at festivals at grossly inflated prices. "Here is a chunk of silver I make into something grotesque looking. Want to pay 10 times the silver value for it?" Come to think if it, some of the "coins" are not far removed from that.

Here is a low mint proof I picked up pretty cheap. The scuffs and smudges are on the air-tite... Beautiful piece in hand. Saint Lucia, 1986, $10, Mintage of only 1000, 38.8mm, .925 silver
The two were called Tip and Tap. But yes, the description on this page (German) also mentions the names you mentioned. By the way, most modern Romanian collector coins have extremely low issue volumes. Mintages of 5,000 or so, for the 50 bani circulating commems, are relatively high - the surcharged silver coins often have mintages in the low three (!) digit area ... Christian
In general it's not - the German circulating €2 commems for example often have a mintage of 30 million or so. But in cases like this one, you are right - a mintage of 5,000 proof-only pieces has nothing to do with circulation. Christian
