So ive had this for a few years
I also ran a stamping press for several years and this is mindboggling
so this would seem to be a miss hit with scrap in the die occuing after
the etchings are put on the coin .. however the images on the coin are intact
they are not disfourmed and if you run your nail over them they are all as they should be
I can not think off any circumstances where this would happen in creating or destroying a coin

also take notice the what i can only call cud is not in the same place on both sides

wait i think i may have and idea of what or how ....if this is a coated coin with something else inside it may be scrap from the innner materal ...
    still does not explain everything

sorry for the bad pic quality

can anyone tell me what this error is called
    or how this happens ?

Posting in the error forum will get more answers. Perhaps @chrisild can move it.

In my opinion... Heat Damage. Extreme heat caused a bubble to form underneath the Clad Layer. 2 different bubbles on both sides.
This is called a Non Mint Error.

The coin has been 'heated', and
    is now environmentally damaged.

The raised 'bubble' is due to the
    heating of the coin.

    It's a damaged/altered coin -
not an error of any type, I'm sorry to say.
