You can't be as crazy as I am. You need images of the whole coin and they need to be in focus. With that you can get good answers to your questions.
The obverse (front) suffered some type of environmental damage. There's a lot of nasty stuff out there and if it stays in contact with the metal surface for awhile, it can cause all kinds of color changes. Generally, these don't wipe off. As you continue to look, you'll find lots of discolored coins. Nearly all of them are due to environmental damage. There are a few specific error like missing clad layers and improper alloying that can occur, but these are rare and hard to find (Like the Lottery, someone wins, but it's not going to be me or you).
