I believe so too which in my opinion is the biggest reason we don't see the lower grades from their minimum grade on submissions. Lol the mint might as well for some of them

Yeah, one might expect in return for the bulk price they receive, everything below 69 gets tossed aside unslabbed. That way the TPG doesn't have to think as hard, which we certainly see in action often enough.

 

Any bulk submitter has the option and at least for PCGS I believe that any modern submission can get a minimum grade, but if it is a normal submission you get charged either way it just isn't holdered.
