Can I get a little help here? Double or triple date on Buffalo.

I bought this coin the other day on ebay and I cannot tell exactly what is going on with this coin. It appears to me to be either a DDO or possibly a triple date. I can see a zero under the nine and the one and the 3 is doubled but there is a 6 under those. This is to me a real head scratcher. Thoughts??
