    Welcome to Coin Talk, Will. Since 1982 U.S. 1 cent pieces are being made from copper plated Zinc. Zinc seems to be highly reactive with everything in our enviroment.

    First of all.. that is not a Mint error
    Then, the Copper Plating wore away and exposed the Zinc core.
    Damaged!

    This coin was just majorly damaged over how ever many years it was in circulation.
