Because some of the lettering on the top of the coin is missing, it's an off center strike, not a broad strike.
It's not a counterfeit? You are saying it's a steelie, with a misaligned die strike on both sides? Lettering looks mushy to me.
It is a 1943. It is a Steel Cent NOT copper. I found it over 50 years ago in a roll of nickels mixed in with a bunch of Wartime Nickels. Just recently took it out of the tube to photograph it and find out more about its origin an what it might be worth.
It's an off center 1943 Steel Cent - period. About 10% + off center. Value? I'd say about $100-$125 retail, or thereabouts. Hope this helps.
