1964 Quarter - Type C?

    Nope, sorry.

    First of all, the Type C reverse is only for 1964 D quarters (at least, so far.) Yours is the normal Type A reverse.

    Here are a couple of mine for comparison - note how the leaves look under the eagle's tail:

    Are you saying the leaves need to point up and touch the eagles tail?

    Not necessarily...

    I'm saying to compare my Type C with your Type A and see how the leaves under the eagle's tail are flat, pointed, and sharply defined. For the Type A, they are usually rounded and weak.

    Another way to do this comparison in hand would be to take your quarter and get a clad quarter from 1965 and see just how different they are (in other words, you don't need to find a Type C 1964 D to have an example in hand of what to look for, because the reverse design was used in 1965.)
