It's gunk on the surface. Could be old adhesive.

This is a known counterstamp from the 1960's of Lincoln with a pipe..

 

Looks like old glue. I remember receiving marketing letters with pennies glued to them. Lots were glued to things for other reasons. If you soak it in acetone it probably comes off.

 

This one looks like the standard novelty piece they sold in the 1960s in the coin magazines. It's worth a cent, or whatever the price of copper is these days.

After a soak in acetone.... Still metal ridges on the circle. Looks almost like a die crack but I'm just a newbie so.... Two photos with different lighting.

 

Yep, looks like glue to me as well.

 

It doesn't look like any kind of die crack.

The copper surface became damaged due to whatever substance was added to it. It's not a mint error of any kind unfortunately.

 

Well, I trust that you folks know these things so I'll just put it in a flip and save it.

 

The mark on the coin is a counterstamp, not glue. It is into the surface of the coin.
