NGC has been using multi holders for a while now and even PCGS has used them. By the way, note the number on the Binion Set, they did number that set in consecutive order .
See that one is a much better use of space than the newer one. I understand the purpose of multi-coin holders. They work perfectly when one has coins that match or go well together. However, too much extra space takes away the attention from the coins.
I think the TPGS make multi holders whenever it's convenient for them. Here's one from 2013. It wasn't very popular, it was hard to store. That's why I got it really cheap.
