Were it not for the coin being a 1921, I'd say no. You might get lucky, and $25 seems worth gambling to take a shot.
The cert# seems fairly recent. If they didn't give it PL the first time I doubt they would on a resubmit. But who knows.
It's hard to tell from those pictures. I like the contrast between the fields and the devices, but I think it falls just short of PL, not enough mirror.
I think it is very close but I think it isn't there. I think the obverse especially isn't strong enough.
It's really hard to tell most of them unless there are multiple photos at different angles or a video.
Here's what's going on I have a chance to get this coin for $125 bucks if it grades proof like it's worth $700 that's the dilemma I'm stuck with
True. But if it doesn't, you're stuck with a coin you paid full retail price on. If you like the coin as is and don't mind it just being a 64 (with extra investment!), then buy it and take the gamble. Just realize that it's a gamble. I personally don't like the big scratch in the field next to UNUM, but if you like the coin then go for it. Make sure you keep us updated on the results, though!
Well I'd say it's PL but being a 1921 they are very very hard on them for some reason. I would give it a try, 1921 is probably one of the hardest PLs to come by (not counting the 93-95s lol) Took me years to find mine
