    It appears to be two blurry pictures of the reverse (and only the reverse?) of an off-center cent.

    I wouldn't consider an Off-Center strike unusual.
    It's one of the most common mint errors produced.

    Maybe you have never seen one so for you it's unusual.

    I'd say it counts as unusual, compared to a normal cent, anyway.

    Okay.. I understand what you mean.

    I have many though. So for me it's not unusual. This is 1 tray of about 6 ;)
