Well, I also fault NGC for even GRADING the things for the crook.

 

Why? Lots of people have their own custom inserts, with their branding. I see nothing wrong with that. And the 2025 cent is a coin like any other, tons of moderns get submitted looking for a high grade jackpot. I don't see that NGC did anything wrong - they offered their service for a fee, just like they would for anyone else.

They have absolutely no control or responsibility for whatever someone tries to market or charge after the coin has been graded.
