Looks like they tried to copy the 1990s noodle-hair, and accidentally picked up the mint mark. Bozos.
Thanks for all of the responses. The D mint mark also looked fishy to me as well as the lettering on the reverse, especially the e pluribus unum.
I always called that version of the Washington portrait "spaghetti hair" lol. And yeah quarters didn't have a P mintmark until 1980.
