The 1899 penny has some major differences, one is the color and the other is when you zoom in... Are these die breaks of any significance? Are they breaks at all? Got these as a gift from a very cool, fellow collector and coworker.

They look like scratches to me. Die breaks are raised on the surface of the coin. Minor die breaks don't usually add value because they are rather common.
Cracked planchet? Unless those cracks are raised. IDK what is going on with the quarter but something is. Ask Paddyman to identify it?
I wouldn't recommend it. Grading it wouldn't increase it's value much if at all. It's a form of die deterioration called a cud, which is a die break that involves the rim.
The quarter is a Cud, a nice mint error. Not worth the cost of grading but it’s a nice one. If the Indian Head Cent is raised, it’s a die crack. If it’s not raised, it’s probably a scratch. It might be a small crack on a defective planchet but I can’t tell from the photo.
