Those are breaks in the copper plating of the planchet. When it was struck, the plating broke. It is not an error and is not worth a premium to most collectors.

As mentioned, a break or sort of tear in the plating. That is NOT silver you are seeing but the exposed Zinc. Your Cent is Copper plated Zinc.

Now there's a question. You want to try and loosen something up without damaging the coin. Try an acetone soak. Buy it, e.g., at Walgreens. Beyond that, we have to see what you're dealing with, as some things are harder to get off than others.
